Have Your Say
All eligible Westminster City Council tenants and leaseholders at Odhams Walk are invited to take part in the 2026 Resident Ballot.
The ballot is being held to determine whether residents wish Odhams Walk TMO to continue managing services on behalf of Westminster City Council.
Why is a ballot being held?
Under the TMO’s Management Agreement, residents must be consulted at least every five years about whether the TMO should continue to manage Odhams Walk.
When will voting take place?
Ballot opens: 1 October 2026
Ballot closes: 14 October 2026
All completed votes must be received before the stated closing deadline.
Who can vote?
All eligible Westminster City Council tenants and leaseholders at Odhams Walk will receive a ballot paper and voting instructions. This includes non-resident leaseholders.
A note for shareholders: We appreciate that some Odhams Walk shareholders may live on the estate but are not themselves a tenant or leaseholder. Although shareholders can participate in the TMO in other ways, this particular ballot is specifically for tenants and leaseholders, as set out in the Management Agreement.
Independent Administration
The ballot will be administered independently by Open Communities Ltd. They are responsible for issuing ballot papers, receiving completed votes and counting the results. Votes will be handled confidentially and counted independently.
Who are Open Communities Ltd?
Open Communities Ltd is an independent company appointed to administer the Odhams Walk TMO ballot. Their role is to ensure the voting process is conducted fairly, securely and independently.
Open Communities Ltd is responsible for issuing ballot papers, receiving completed votes and counting the results. Neither Odhams Walk TMO nor Westminster City Council will count the votes.
By using an independent organisation to manage the ballot, residents can be assured that all votes are handled confidentially and that the result is reported impartially.

How is the result determined?
Under the Management Agreement, continuation requires support from both a majority of all those responding and a majority of secure tenants responding.
What happens after the ballot?
The ballot result will be shared with Westminster City Council and will determine the next steps under the TMO’s Management Agreement.
If the required majorities support the TMO continuing, the TMO will retain the resident mandate required under the Management Agreement.
If the required majorities do not support the TMO continuing, the provisions of the Management Agreement for ending the TMO’s management arrangements will apply. These include provisions concerning notice to Westminster City Council and the orderly transfer of management information, records and other matters. Any transfer of management would therefore not happen immediately following announcement of the ballot result.
Further information will be provided to residents following the ballot result.
